Proficiency in Survival Craft and Rescue Boats or PSCRB is part of mandatory safety courses laid out by STCW Convention. In this blog, we’ll talk about PSCRB COP issuance requirements and processing using MISMO.
Why do I need to have a PSCRB Training?
STCW says that:
It is part of a mandatory seafarer training course when he is assigned to emergency duties. Thus, if you’re just starting out, then you can’t possibly have this certificate.
Who needs PSCRB training?
PSCRB training is a requirement for those who will have an emergency duties onboard. It doesn’t matter if you’re deck or engine. What matters is that a crew is proficient, knowledgeable and certified as per STCW Code.
PSCRB Full Course or Refresher?
If you’re just starting out and have never get PSCRB before, then you need to train full course. Otherwise if you already have PSCRB, and you’re revalidating your PSCRB COP, then you need to take the PSCRB Refresher course.
If in case your PSCRB COP has expired, then you must take the PSCRB Full course.

PSCRB COP Issuance using MISMO
Once you already finish the 5 day training course and have other requirements, then you are eligible for PSCRB COP issuance.
Just like other COP, an applicant needs to use MISMO in processing this PSCRB COP.
Log in to MISMO at https://online-appointment.marina.gov.ph/. Don’t have MISMO account? Click here.
Next, after you log in, make sure that your profile is up to date. Upload a relevant picture as per requirements. And the Click Select Transaction Button.
Click Certification, Tick Issuance then choose COP. Select PROFICIENCY IN SURVIVAL CRAFT AND RESCUE BOATS as function.
Tick the declaration button and then click Proceed.
You will then be redirected to the Application page.
PSCRB COP Issuance Requirements
Please be careful when you upload the files. Make sure that you know the labels of the items beside the requirements, take a look:
APPROVED means the document has been verified by the MARINA Evaluator.
RESUBMIT means that you have to submit again the document labeled with this.
UPLOADED means that the document is uploaded & submitted successfully.
DRAFT means that the document uploaded is pending for submission
Payment Process
After clicking the Submit button, you will now proceed to the payment portal. Pay the corresponding fees as follows:
COP: Regular – P130 ; Expedite: P330
Choose between Bayad Center or Visa/Mastercard options. As of this writing, Visa/Mastercard option does not work well. So i suggest, you use the Bayad Center option for your payment.
After choosing Bayad Center as payment method, click Proceed.
You will then be redirected to the payment window where you can see your reference number. It will also be sent via SMS.
Pay via GCash, BPI App or in Bayad Centers. After payment, you will receive an acknowledgement via SMS along with the instructions for final evaluation.
Final Evaluation & Printing of COP Certificates
As of February 2020, MARINA removed the online evaluation. Thus, making the process faster. It will directly be for the Final Evaluation. Once approved, the certificates will reflect in MISMO.
Thereafter, it can be printed into an A4 size bond paper. If you’re not approved, you will also be notified via text on what deficiencies you need to comply.
Personal appearance is not a requirement in any case unless there is some problems with your documents. Nevertheless, it will be the only time the applicant will go to nearest MARINA office.
To sum it up, the entire process can be done without going to any MARINA Offices. You can have your COP within a weeks time, far from what we have before the MISMO era.
