As per MARINA Circular No. 2018-02, MLC, OLC are not mandatory courses for getting COCs. This includes ETO (Electro-Technical Officers) and ETR (Electro-Technical Ratings) courses.
As per STCW Circular No. 2018-02 entitled “Standards for Mandatory Training Courses Under the STCW Convention, 1978, as amended”, the following courses are not included in the Mandatory Training Courses:
1. Management Level Course (MLC) for Marine Deck and Engine Officers
2. Operational Level Course (OLC) for Marine Deck and Engine Officers
3. Electro-Technical Officers (ETO)
4. Electro-Technical Ratings (ETR)

When to Get this courses?
Seafarers might still get this courses but not in full. If they fail at a certain function where the MLC or OLC covers it up, then that’s the time they need to get this. Specifically, only when an examinee fails to pass the examination or assessment 3 times will be subject to undergo some of its Functions.

Now that MLC, OLC are not mandatory…
