MARINA, along with other government agencies set up measures to limit the spread of COVID-19. This is in pursuant to the Presidential Proclamation No. 922 declaring the STATE OF PUBLIC HEALTH EMERGENCY.
Suspension of classes, work lay-offs, work from home are some of the actions taken by the LGUs particulary in NCR and nearby provinces.
Notices and Advisories
The agency is constantly active on its social media channels to inform all stakeholders of its steps against COVID-19.
On March 10, the agency issued STCW Advisory No. 2020-04 which declares suspension of all maritime training courses of all maritime training institutions (MTIs) in Metro Manila from March 11 to 14, 2020.
On the other hand, STCW Advisory No. 2020-05 covers the cancellation of all practical assessment examination in the accredited practical assessment centers starting March 13. They are advised to “make necessary adjustments on the schedule of conduct of practical assessments”.

Extension of Certificates
Furthermore, extension of the validity of certificates for Filipino seafarers also takes effect. That extension will be for 2 months from the date of expiry of the certificate to be renewed.
However, this is subject to the following conditions as follows:
First, the concerned Manning/Crewing Agencies and Shipping Companies shall apply for the extension of validity, through its authorized Liaison Officer accredited by MARINA.
Second, the following requirements shall be submitted:
- Letter of request from the vessel owner/principal stating the reason for the extension
- A written statement or official issuance from the port or Immigration Authority that disembarkation is not permitted due to the prevailing situation.
- Copy of valid employment contract duly approved by the (POEA)
- An affidavit from the Manning Agency that crew will complete all requirements for revalidation upon return to the Philippines.
This applies to seafarers whose STCW certificates shall expire onboard because their planned disembarkation cannot be safely completed or because they are currently onboard going to the port where they will be allowed to disembark safely. – MARINA
Suspension of Work
One of the measures against COVID-19 is the suspension of work from public and private enterprise. In their part, MARINA sets TEMPORARY SUSPENSION OF ITS OPERATIONS starting March 13, 2020.
This suspension covers all MARINA regional and satellite offices (SM Manila, Mall of Asia, POEA and PITX).This is to allow disinfection of its premises amidst sheer volume of clients and stakeholders it catered the past weeks.
Despite this, ALL APPLICATIONS for both seafarers and shipping is still possible.
In addition, seafarers, applicants and all stakeholders can use this email provided to lessen contact during these times.
