This has been a frequent question all this time and we will provide our mates with the answer in this blog. Hopefully this will answer longtime PRC passers who did not secure MARINA COC. MARINA has released guidelines into processing this using MISMO system.
When MARINA assumes all responsibility as a single maritime administration way back in 2015, it also assumes all functions from other agencies including PRC. Therefore, PRC no longer has the authority nor the jurisdiction into seafarer certification.
Notice Given
MARINA keeps on reminding all PRC passers to secure MARINA COC. The latest is Advisory No. 2021-42.
This notice is for Deck and Marine Engineer Officers who already passed examinations for theoretical and practical assessment under PRC. However, if this passers has not secured their COC under MARINA, they can not process COC any further under PRC. Thus it is mandatory that they come to MARINA to finish this process and secure their COC.
Requirements
All those who want to secure MARINA COC as a PRC passer needs the following for their application:
If the PRC passer has never clamed or lost his or her Certificate of Passing from PRC, they can go to MARINA Central Office and ask for the certificate. Due to a very high volume of certificates from PRC, this can only be claimed through the Central Office.
After securing this certificate, then the applicant can proceed in processing his or her COC using the MISMO system.

Using the MISMO System
MISMO system is being updated on a regular basis and thus, new features are being integrated into the system. This is to deliver good and reliable services and convenience to all its users.
Use your email address and password into the MISMO system.
Once logged in, Click Select Transaction.
Choose Certification, Tick Issuance, then select COC as Class, then Choose the rank you want to apply your COC with. For this example, we’ll choose Chief Mate.
Upload all the necessary requirements in the next window.
Once you have uploaded all requirements as shown in the window, you can click Submit and Pay for your transaction.
Payment Process
Choose between Bayad Center or Visa/Mastercard options. As of this writing, Visa/Mastercard option does not work well. So i suggest, you use the Bayad Center option for your payment.
After choosing Bayad Center as payment method, click Proceed.
You will then be redirected to the payment window where you can see your reference number. It will also be sent via SMS.
Pay via GCash, BPI App or in Bayad Centers. After payment, you will receive an acknowledgement via SMS along with the instructions for final evaluation.
Final Evaluation
As of February 2020, MARINA removed the online evaluation. Thus, making the process faster. It will directly be for the Final Evaluation. Once approved, a link to MARINA CRP will be given to the applicant.
If you’re not approved, you will also be notified via text on what deficiencies you need to comply.
By early 2022, MARINA starts to implement a non appearance to its offices in regards to final evaluation of COPs, COCs and for Theoretical examination.
In addition to this convenience, COPs can now be printed in A4 size bond paper. MARINA will release these certificates via the applicant’s MISMO account.
