Just recently, MARINA announced that the COC issuance and renewal can now be scheduled via MISMO. This is the latest of the several MISMO functions that has gone online.
In this blog, we will lay out step by step procedures on how to apply for issuance of your Certificate of Competency (COC) using MARINA’s appointment system – MISMO.
It is the Administration’s duty to issue COC if the applicant has successfully fulfilled the requirements set forth by STCW Convention.
As of April 2021, All MARINA regional offices will now issue COC/COE to applicants.
As per MARINA Advisory 2021-18, COE has been terminated and therefore, MARINA will not issue anymore COE (Certificate of Endorsement).
MARINA COC Issuance
The first step in this procedure is to log in to your MISMO account. Don’t have MISMO yet? Click here.
Then, after your successful login, update your profile if necessary. Don’t forget to update also your profile picture.
Next, click the Select Transaction button.
Then, choose Certification. Tick Issuance then choose COC. Choose your capacity to apply for.
Don’t forget to click the declaration and then finally, click Proceed. You will then be redirected to the application information.
There, you can see the details of your application including the requirements. In this example, we used the Chief Mate rank for COC Issuance application.

Once you have the requirements, upload it and make sure to double check all details before clicking the Submit button.
Remember to keep the file size of every document to be less than 1MB.
Payment Process
Right after you have clicked the Submit Button, you will then be redirected to the payment page. Here, you will see the guidelines of payment for your transaction. Read it well.
Choose between Bayad Center or Visa/Mastercard options. As of this writing, Visa/Mastercard option does not work well. So i suggest, you use the Bayad Center option for your payment.
Where can I pay my transactions?
You need to pay in select MARINA partner payment centers across the country. Just note the reference number that MARINA sent you. Choose among these accredited payment centers near you.
Pay via GCash, BPI App or in Bayad Centers. After payment, you will receive an acknowledgement via SMS along with the instructions for final evaluation.
Final Evaluation & Printing of Certificates
If MARINA evaluators found no problems or discrepancy in the applicant’s documents, then no appearance is required.
Starting February 15, 2022, MARINA starts the releasing of Certificates to applicants via MISMO platform. They can then print the certificates in an A4 size bond paper.
The convenience in the part of the applicant is evident as he or she will not go to any MARINA Offices starting April 1, 2022.
